Overview
This case study involves a survey and report carried out at a tenanted property in Wombwell where significant black mould had developed in the attic space. A tenant was living in these conditions and the severity of the mould highlighted both poor insulation and inadequate ventilation throughout the upper floor. During the inspection we also found standing water in the cellar, adding to the overall moisture load within the property.
The Problem
The attic had insufficient insulation which caused the ceiling to become cold during winter months. Combined with poor airflow, this created ideal conditions for condensation and black mould growth. The presence of standing water in the cellar also increased humidity levels throughout the home, pushing warm, damp air upwards where it condensed on cold surfaces.
Although we did not carry out the remedial work due to the landlord’s limited budget, the property required urgent action. With Awabbs Law coming into effect, any rental property found in this condition will require the landlord to arrange a professional survey and begin essential works within fourteen days. This legislation applies to social landlords from October 2025 and to private landlords from October 2026.
Our Findings
As CSRT and CSSW qualified surveyors and PCA members, we provided a full survey and clear recommendations for improving insulation, ventilation and moisture control throughout the property. The issues identified were contributing to ongoing health risks for the tenant and required immediate intervention to meet future legal obligations.
The Result
While the landlord chose not to proceed with the remedial work at this stage, the survey and report provided them with all the information needed to comply with Awabbs Law once enforcement begins. The recommendations outlined a clear path to making the property safe, healthy and compliant through improved insulation, controlled ventilation and professional mould treatment.
